You will note the water tracks on the blue sarking/insulation paper. “Blow Back” occurs when wind driven rain enters the roof cavity from between the overlap of the tiles. Roofs on the side of a hill, beside a waterway or beach should have the overlap increased to combat this issue. In some cases blue sarking/ insulation paper can be installed as an extra barrier against the elements.
